When the rules are up properly, I believe there will be a way to submit character spends and characters on the PD website. Backgrounds you send to their email when they start accepting them.
When it's all together, the entire thing is done electronically. In fact you can even access their website and create a character on site, and manage other stuff relating to your character on site using computers they haul across the country specifically for that purpose.
